Romanian government comes under pressure over 2026 budget revision

Meanwhile, the opposition National Liberal Party (PNL) has urged the ministry to finalise the budget revision as soon as possible. The other major opposition parties, the reformist Save Romania Union (USR) and the far-right Alliance for the Union of Romanians (AUR), have asked finance minister Alexandru Nazare to publicly explain the budget execution figures.

PNL called on prime minister Luca Niculescu to finalise and adopt the budget revision as soon as possible.

The PNL has called on prime minister Luca Niculescu to finalise and adopt the budget revision as soon as possible to ensure the functioning of essential public institutions and services.

“Romania needs immediate funding for the healthcare system, emergency services, European projects and other ongoing investments. Any further delay could lead to serious blockages and push essential state institutions into inoperability, with a direct negative impact on citizens. We warn the PSD that the delay in the budget revision is a flagrant violation of its obligation to govern. We remind the PSD that it is the only governing party and has no one to blame for the country’s problems,” the PNL said in a press release cited by G4media.ro.

The PNL also called on the PSD to “stop circulating false figures, mixing amounts from issued invoices, unclear estimates regarding works not yet invoiced, additional requests from ministries, the impact of court decisions, and forecasts regarding the need for operation until the end of the year”.

USR asked finance minister Nazare to address PSD accusations of a hidden deficit.

The USR parliamentary group in the Chamber of Deputies has asked the leadership of the legislative forum to summon finance minister Alexandru Nazare before lawmakers on November 2 to clarify the differences between the official budget execution figures and those recently cited by the PSD leadership, according to Digi24.

The USR argued that the official budget execution figures, which indicate substantial fiscal consolidation in the first nine months of the year, must be considered alongside recent statements by PSD leaders citing a large volume of unpaid bills that, they claim, would reverse the picture of fiscal consolidation.

USR representatives said the finance minister must publicly explain the discrepancies and clarify whether the information presented by the Social Democrats reflects the actual budgetary situation.

AUR called on PM Niculescu to explain budget execution and fiscal plans to Parliament.

Separately, the AUR group of deputies has asked prime minister Niculescu to appear before Parliament on November 2 to present the “real” situation regarding the budget deficit and the “concrete” measures the government intends to take to reduce it, according to Economica.net.

In a press release issued on October 28, AUR called on the prime minister to explain the estimated ESA deficit for 2026 and how it reconciles with the cash deficit. The party also requested a list of fiscal measures and their estimated impact in lei for 2027–2030, including the target for 2028, and an explanation of how the government intends to reduce the deficit to below 3% of GDP – specifically, 2.8% – by 2030 without introducing new taxes or cutting public investment.

AUR also wants the prime minister to explain why the 2026 cash deficit target of 6.2% of GDP exceeds the ESA deficit target of 6.0%, unlike in 2024–2025, when the ESA deficit was higher than the cash deficit. The party also asked which payments relating to previous years account for the difference.

“The prime minister has the obligation to come before Parliament with precise figures, measures and deadlines, not with new promises. The budget deficit cannot be reduced only on paper, and the bill must not be transferred again to Romanian citizens and the economy,” AUR said.
