Romania’s new TollRo electronic road charging platform will become operational at midnight on October 1, 2026, the National Road Infrastructure Administration (CNAIR) announced. From that time, all new road vignettes, route tickets, and TollRo charges will be issued through the new system.
The platform’s testing period, which began on September 15, will conclude on September 29. CNAIR said the mobile application and online portal were tested under real-world conditions, with payment processes and other functions adjusted based on feedback from users.
The distance-based TollRo charge applies to freight and equivalent mixed-use vehicles with a maximum authorized weight exceeding 3.5 tonnes that travel on Romania’s national roads, expressways, and motorways.
The amount is calculated according to the distance travelled, the vehicle’s authorized weight, its Euro emissions class, and the category of road used, CNAIR explained.
According to the same source, drivers and transport operators will have two payment options. They can buy a route ticket in advance for a journey established before departure or have the route recorded through the TollRo mobile application and pay according to the distance travelled. For distance-based payments, users will be able to pay from an electronic wallet, by card, or in cash at selected locations.
The online portal at portal.etoll.ro will allow users to create accounts, register individual vehicles or fleets, purchase vignettes and route tickets, manage electronic wallets, and access invoices.
The free TollRo mobile application for iOS and Android will provide vignette and route-ticket purchases, route recording for distance-based charging, and road notifications.
Vignettes will also remain available from authorized distributors and by SMS, while CNAIR sales offices and border-crossing points will sell both vignettes and route tickets.
According to CNAIR, the application also allows users to calculate charges, make online payments, and check their transactions and recorded journeys. Information about the roads covered by the system will be updated through the platform.
Existing vignettes for passenger cars, minibuses, and coaches will remain valid until their stated expiry dates. The same applies to all vignettes issued through the current system by September 30, meaning drivers will not need to purchase replacements and validity checks will continue automatically in traffic.
Sales through the existing system will end at 23:59 on September 30. TollRo will begin issuing official documents one minute later, at 00:00 on October 1, CNAIR said.
Payments through electronic toll service providers interoperable with systems elsewhere in the European Union will become available from January 15, 2027.
