He began his speech by drawing attention to the dangers of manipulation via social media, and noted that the democratic principle of “one person, one voice, one vote” is under attack by thousands of coordinated fake accounts.
Switching to Romanian, Dan reaffirmed Romania’s commitment to the principles of the UN Charter on human rights, the rule of law and democratic governance, and highlighted the country’s modernization since the fall of communism.
“Romania has aligned itself with the standards of the Organisation for Economic Co-operation and Development. Leading global companies have established production, engineering, technology, and services centers in my country, attracted by our favorable business environment and highly skilled workforce,” he said.
In this context, he pointed to Romania’s role in securing European resilience.
After that, the president outlined the effects of Russia’s war with Ukraine.
“We are in the fifth year of the illegal, unprovoked, and unjustified war of aggression being waged on a large scale against Ukraine by a permanent member of the Security Council. This member, to which the entire community of the United Nations entrusted the responsibility of maintaining international peace and security, has deliberately abandoned its fundamental obligation and is pursuing a revisionist agenda,” he argued.

He reminded of the incident involving a drone that crashed onto a residential building in the Romanian city of Buzau, injuring people and causing material damage.
“Romania will stand alongside Ukraine and its people, who are acting in legitimate self-defense, for as long as necessary. Moreover, Romania is acting responsibly to stabilize the region,” he said, reminding of Romania’s efforts to welcome refugees, ensure the transit of grain, and demine the Black Sea alongside Bulgaria and Turkey.
Dan warned that the Russian Federation’s aggression is not limited to Ukraine, but also targets Europe through a hybrid war “to undermine citizens’ trust in democratic institutions.” The second most affected country by war was Moldova, he said.
Afterward, Dan talked about the proliferation of conflicts worldwide. He backed the Peace Plan for Gaza, in accordance with Security Council Resolution 2803 and the “Board of Peace” initiative.
“The disarmament of Hamas remains a prerequisite for lasting stability in Gaza. President Trump’s peace plan represents the most credible path toward peace and prosperity in the region,” he said.
The Romanian head of state said Iran must not possess nuclear weapons, and must comply with the Treaty on the Non-Proliferation of Nuclear Weapons, the security safeguards of the International Atomic Energy Agency, and restore full transparency of its nuclear program.
Dan further spoke in favor of unrestricted freedom of navigation in the Strait of Hormuz, as well as in the Black Sea and other areas, and reaffirmed support for a just and lasting peace in Sudan, South Sudan, the Democratic Republic of the Congo, Somalia, Libya, the Sahel and all regions of Africa affected by conflicts.
