The meeting will take place at the Cotroceni Palace starting at 3 pm, according to the Presidential Administration.
The agenda includes the Romanian Army’s 2027-2036 Endowment Plan and the Romanian Army 2044 Programme, as well as an assessment of SAFE programme implementation. The assessment document was approved at an inter-institutional working meeting on August 13.
CSAT will also examine “terms of reference regarding the review, at the level of the War Department, of the posture of US Forces and deployment locations in Europe”, according to the Presidential Administration.
The council is additionally due to discuss the consolidation of the US military presence on Romanian territory, potentially making the meeting relevant to the broader restructuring of US military deployments in Europe.
SAFE, the EU’s Security Action for Europe instrument, is designed to provide financing for defence investment and strengthen European defence capabilities, including through joint procurement.
The review of US force posture comes as Washington reassesses the distribution and deployment of its military assets in Europe. Romania hosts US military personnel and infrastructure that support NATO’s eastern flank, including at Mihail Kogălniceanu near the Black Sea.
The Presidential Administration said other current national-security issues would also be discussed during the meeting.
