{"id":5335,"date":"2025-06-05T07:02:22","date_gmt":"2025-06-05T07:02:22","guid":{"rendered":"https:\/\/ofero.news\/?p=5335"},"modified":"2025-06-05T07:02:22","modified_gmt":"2025-06-05T07:02:22","slug":"romanias-emerging-ruling-coalition-drafts-first-measures-to-boost-public-revenues","status":"publish","type":"post","link":"https:\/\/ofero.news\/?p=5335","title":{"rendered":"Romania\u2019s emerging ruling coalition drafts first measures to boost public revenues"},"content":{"rendered":"<p>The working group, with a focus on budget, formed by the political parties that plan to emerge as the ruling majority in Romania, has reportedly come up with a series of measures aimed at addressing fiscal slippage, predominantly including tax hikes, according to <a href=\"https:\/\/www.zf.ro\/eveniment\/masuri-ar-propus-partidele-combaterea-deficitului-bugetar-cass-22824467?mc_cid=5a4412ed34&amp;mc_eid=cd1f92f96c\" target=\"_blank\">Ziarul Financiar<\/a>. It is a short list, yet not final or even partly confirmed, of the multitude of ideas that have been circulated over the past days.<\/p>\n<p>The talks on the fiscal corrective plan should be completed on June 5, president Nicusor Dan said at a press conference on June 4, while the ruling strategy should be completed by the following Monday (June 9).<\/p>\n<p>Discussions are currently ongoing in the working group, as there is no consensus between the parties on these measures.\u00a0<\/p>\n<p><strong>The measures envisaged by the working group regards predominantly the revenues side:<\/strong><\/p>\n<p>\tVAT rate increase from 19% to 21% with the preferential 9% rate upped from 9% to 12%\u00a0<br \/>\n\tVAT increase in HoReCa to 19%\u00a0<br \/>\n\tIncrease in dividend tax rate to 16% (10% currently), corporate tax to 19% (16% currently).<br \/>\n\t10% heath system contribution (CASS) on pensions above RON 2,500 (EUR 500)<br \/>\n\tTaxation of transfer\/transaction prices at 2% of the value.<br \/>\n\tSolidarity tax for incomes higher than RON 10,000 (EUR 2,000): 16% of the amount above RON 10,000 \u00a0until December 31, 2025.<br \/>\n\tProgressive taxation from January 1, 2026, proposed by the Social Democrats (PSD)<br \/>\n\tIncrease in excise duties by 20%, except for gasoline and diesel\u00a0<br \/>\n\tTaxing gambling and over-taxing luxury jewelry and expensive cars<br \/>\n\tElimination of tax allowances for bars and nightclubs, which pay a 5% profit tax<br \/>\n\tListing of state-owned companies \u00a0\u00a0<br \/>\n\tPrivatization of companies such as Hidroelectrica, Salrom, Romgaz, Nuclearelectrica, etc.\u00a0<br \/>\n\tAccording to press sources, the reformist party USR, supported by PNL, would also have proposed introducing social security and health insurance payments for the incomes derived from intellectual property.<\/p>\n<p><em>iulian@romania-insider.com<\/em><\/p>\n<p><em>(Photo source: <a href=\"https:\/\/www.dreamstime.com\/\">Ungureanu Vadim\/Dreamstime.com<\/a>)<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>The working group, with a focus on budget, formed by the political parties that plan to emerge as the ruling majority in Romania, has reportedly come up with a series of measures aimed at addressing fiscal slippage, predominantly including tax hikes, according to Ziarul Financiar.
