Speaking in Parliament on May 27, he described the deficit as &#8220;gangrene&#8221; for the Romanian economy and said relying on spending cuts alone is an illusion.<\/p>\n<p>\u201cThose who support the thesis that the deficit correction can only be done on the expenditure side are chasing a chimera. Such a thing is not possible,\u201d D\u0103ianu stated, as quoted by <a href=\"https:\/\/www.news.ro\/politic-intern\/daianu-cei-sustin-teza-corectia-deficitului-face-numai-partea-cheltuieli-alearga-dupa-himera-ceva-posibil-acest-deficit-bugetar-cangrena-trupul-economiei-societatii-romanesti-1922405627002025051222047168?mc_cid=4b0e831ddc&amp;mc_eid=cd1f92f96c\" target=\"_blank\">News.ro<\/a>, referencing analyses conducted by the Fiscal Council and his own judgment.\u00a0<\/p>\n<p>\u201cI believe that we cannot avoid increasing the state&#8217;s fiscal revenues through some increases in taxes and duties. These are personal opinions,\u201d he added.<\/p>\n<p>Romania recorded a 2.95% deficit-to-GDP ratio in the first four months of 2025, with full-year projections expected to reach 7% or higher. D\u0103ianu argued that the structural imbalance in Romania\u2019s public finances cannot be resolved without tax reform.<\/p>\n<p>\u00a0\u201cA substantial increase in tax revenues, from much better collection, is not possible,\u201d he said, adding that only new tax measures can close the fiscal gap.<\/p>\n<p>He also rejected the idea, floated by some political leaders, that savings of RON 30 billion could be made through spending cuts alone.\u00a0<\/p>\n<p>\u201cI don\u2019t believe that,\u201d he said. \u201cIf you look at the structure of the public budget, you will notice that by far, the bulk is held by salaries and pensions.
