The minister said the money could reach Romania by the end of the year.

The EUR 3.4 billion at risk may in principle include both grants and loans, although the precise breakdown has not been provided. Only the grants lost have a direct impact on the public deficit, while the total sum needs to be financed from the market.

Romania’s total RRF allocation after three renegotiations stands at EUR 20.1 billion, comprising EUR 4.2 billion in grants and EUR 2.2 billion in loans associated with the fifth and sixth payment requests (both loans and grants expressed in terms net of prefinancing).

The EUR 2.4 billion in prefinancing related to the two tranches is included in the EUR 13.6 billion already disbursed. It represents the difference between the gross and net values of the two tranches and consists entirely of loans. Romania must also justify this prefinancing through the fulfilment of milestones in order to retain it.

“Romania, after the three renegotiations, remained at an amount of EUR 20.1 billion in financing through the RRF/PNRR,” Ghigiu said.

Out of this, EUR 13.56 billion is the grant component and EUR 6.53 billion is the loan component.

The minister said Romania had attracted EUR 13.27 billion so far, while the amount received has actually reached approximately EUR 13.6 billion following an additional EUR 301 million disbursement.
