It needs both. For companies and investors, macroeconomic stability, predictable rules and the Government’s capacity to implement reforms are part of the same equation. We see encouraging convergence between several directions included in the governing programme and priorities FIC has consistently advocated. The real test, however, will be implementation,” said Ruxandra Băndilă, FIC Executive Director.

According to the organization, the governing programme includes a series of recommendations previously made by foreign investors, including fiscal predictability, the promotion of strategic investment, the development of a competitive energy market, regulatory simplification, and the digitalization of public administration.

“Together, these priorities demonstrate the need to restore Romania’s ability to attract capital while maintaining sound public finances,” the cited source stated.

Regarding fiscal policy, FIC highlighted the importance of maintaining the flat tax, eliminating the minimum turnover tax from January 1, 2027, and establishing a predictable timetable for legislative changes affecting companies.

To attract strategic investment, the organization argued it is necessary to strengthen the role of the Romanian Agency for Investment and Foreign Trade (ARICE), accelerate the authorization of major projects, and make more efficient use of European funds and private capital. In the energy and public administration sectors, the organization supports the development of energy infrastructure and the acceleration of public service digitalization.

At the same time, FIC called for the government’s economic measures to be accompanied by clear deadlines, performance indicators, and regular public reporting.

Finally, foreign investors believe Romania’s accession to the Organisation for Economic Co-operation and Development (OECD) should be accelerated to improve the country’s investment profile.

The Foreign Investors Council (FIC), an organization that represents approximately 120 of the largest foreign-owned companies in Romania, which together generate a combined turnover equivalent to approximately 20% of the country’s GDP, announced on Tuesday, October 27, its support for a national project for adopting the euro.
