Real estate transactions accounted for 16.4% of Romania\u2019s total foreign direct investment stock at the end of 2025, up from 16% a year earlier, according to National Bank of Romania data analysed by Cushman & Wakefield Echinox. The sector ranked second behind manufacturing, which held EUR 35.7 billion in foreign capital, equivalent to 26.5% of the national total.<\/p>\n
Real estate transactions attracted net FDI inflows of EUR 479 million during 2025, down from EUR 593 million in the previous year.<\/p>\n
The construction sector separately recorded EUR 74 million in net foreign investment inflows, taking its total FDI stock to EUR 1.82 billion.<\/p>\n
Combined, construction and real estate transactions held almost EUR 23.9 billion in foreign capital at the end of 2025. Their stock increased by approximately EUR 15.5 billion, or 185.7%, from EUR 8.4 billion in 2015, while their share of Romania\u2019s total FDI rose by 4.8 percentage points.<\/p>\n
\u201cAnnual inflows may vary depending on the economic environment and investment cycles, but the consistent growth of the FDI stock indicates the continued accumulation of foreign capital in the sector,\u201d said Claudia Scarlat, deputy head of valuation and consulting at Cushman & Wakefield Echinox.<\/p>\n
Romania attracted EUR 7.9 billion in net FDI inflows across all sectors in 2025, an increase of 41.1% from the previous year and the third-highest annual level recorded during the past decade.<\/p>\n
Equity investment more than doubled to EUR 3.25 billion, while reinvested earnings reached EUR 3.01 billion and debt instruments accounted for EUR 1.65 billion.<\/p>\n
The country\u2019s total net FDI stock rose by 7.8% to EUR 134.8 billion at the end of 2025. It has more than doubled from EUR 64.7 billion in 2015.<\/p>\n
Foreign capital remained heavily concentrated in Bucharest and the surrounding Ilfov county, which accounted for 66.9% of Romania\u2019s FDI stock, up from 65.4% in 2024.
