Beyond the figures, these investments have brought new technologies, expertise, and working standards that have contributed to the modernization of the Romanian business environment.

30 years of commercial bonds and progress

We live today in a world vastly different from the one we knew thirty years ago. The evolution has been systemic, encompassing the transition from a closed economy to a market economy, Romania’s accession to the EU and transatlantic structures, and the natural evolution of society alongside technological advancements such as the advent of the internet, large-scale telecommunications, digitalization, AI, and workflow automation.

All these developments place Romania firmly on investors’ radars today, particularly given the structural competitive advantages already mentioned. The Romanian economy has reached maturity, driven primarily by the professionalism fostered through the exchange of expertise between local human capital and the experience brought by investors from mature markets.

Foreign investment, the absorption of European funds, and the adoption of professional standards have all contributed to a process of widespread progress.

“We are also witnessing a shift in the investment paradigm: a transition from the low-cost/best-cost model toward one focused on added value. This shift is possible precisely because the market has matured and is capable of delivering high-end services and added value, rather than merely supplying raw materials or low-cost labor.” said Nicolas Richard, President of CCIFER.

100% trust in Romania

According to a study conducted by CCIFER in April 2026, which received about 100 answers from C-level executives of the member companies, when asked if they still see their business developing in Romania, 100% of the respondents stated YES.

“Therefore, the strongest message of the community is that Romania is a strategic bet, even amidst a context marked by geopolitical uncertainty, budgetary pressure, and legislative volatility.”* said Adriana Record, Executive Director of CCIFER.

How to attract more investors from France

The most significant obstacles to Romania’s development are identified in the same study mentioned above as being mostly at an institutional level: political instability, legislative unpredictability, bureaucracy, corruption, insufficient administrative capacity, and the lack of a long-term strategic vision.

However, Romania continues to benefit from key structural advantages: competitive human capital, membership in the European Union and NATO, a favorable geostrategic position, and significant competitive potential in sectors such as energy, industry, agriculture, and technology.

As perceived by the CCIFER community, the way to maintain investors’ appetite is to continue capitalizing on the structural competitive advantages also identified in the study. First and foremost, Romania’s membership in the European community and NATO represents a strategic competitive advantage over other countries in the region. Another extremely valuable strategic resource, recognized by all respondents as an absolute competitive advantage, is human capital: highly talented individuals who are eager to learn, resilient in the face of current challenges, and solution-oriented.

Economic sectors with competitive potential and an impact on regional security, such as energy, represent another strategic factor.

In the meantime, while maximizing strengths, it is also important to tackle the key identified barriers to economic development: political instability, legislative unpredictability, bureaucracy, corruption, insufficient administrative capacity, and the lack of a long-term strategic vision.

By supporting and intensifying dialogue between public institutions and the business community, public policies become more aligned with economic realities, a role CCIFER has played in Romania for 30 years through dedicated sessions, sector-specific events, and community-generated position papers.

Foster sustained joint efforts, such as the partnership CCIFER has conducted in education with the country’s dual education institutions and the university sector, aimed at bridging the gap between actual labor market needs and the skills acquired in schools, while also actively identifying career opportunities for young graduates.

Leverage on public-private partnership projects and a coherent regulatory framework for such initiatives can serve as a strategic solution to address the identified challenges.

Looking towards the next 30 years

“Looking ahead for the next thirty years, the CCIFER community envisions a prosperous, modern, European Romania and, above all, a place that feels like home: a place where people choose to stay. In this context, CCIFER embraces the role of a key player in fostering cohesion and influence, and in facilitating dialogue between the business community and the authorities.”* said Nicolas Richard, President of CCIFER.

As it enters its fourth decade of activity, CCIFER aims to continue expanding its community, with a strong focus on SMEs and regional development, to help build the skills of the future, and to intensify dialogue with authorities on key issues such as taxation, infrastructure, the reduction of bureaucracy, and digitalization.

Romania possesses valuable assets: talent, creativity, a strategic location, and significant potential in sectors such as energy, agriculture, industry, and technology. The challenge lies no longer in identifying opportunities, but in creating a coherent framework that allows them to be fully leveraged.

For 30 years, this has been the core objective of the conversation CCIFER conducts with its partners: to contribute to building a more competitive and sustainable economy.

Over 4,200 companies with majority French capital operate on the local market, generating approximately 125,000 jobs.
