{"id":10175,"date":"2026-05-14T13:00:26","date_gmt":"2026-05-14T13:00:26","guid":{"rendered":"https:\/\/ofero.news\/?p=10175"},"modified":"2026-05-14T13:00:26","modified_gmt":"2026-05-14T13:00:26","slug":"ec-greenlights-romanias-eur-2-62-bln-fourth-payment-request-under-resilience-facility","status":"publish","type":"post","link":"https:\/\/ofero.news\/?p=10175","title":{"rendered":"EC greenlights Romania\u2019s EUR 2.62 bln fourth payment request under Resilience Facility"},"content":{"rendered":"<p>The European Commission (EC) <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_1075\" target=\"_blank\">announced<\/a> on Thursday, May 14, that it issued a positive preliminary assessment of Romania\u2019s fourth payment request for EUR 2.62 billion under the\u00a0Recovery and Resilience Facility, the centrepiece of\u00a0NextGenerationEU.\u00a0The funds are tied to reforms and investments targeting transport decarbonization, digitalization, healthcare, tax reform, education, and public administration modernization.<\/p>\n<p>\u201cThe Commission found that\u00a0Romania\u00a0has satisfactorily\u00a0completed the\u202f 38\u00a0milestones and\u00a024\u00a0targets set out in the\u00a0Council Implementing Decision,&#8221; reads the statement.<\/p>\n<p>Among the flagship measures highlighted by the Commission is the deployment of Romania\u2019s governmental cloud infrastructure, with more than 30 public institutions already connected. The project aims to modernize public administration by improving data sharing and delivering more efficient digital public services.<\/p>\n<p>The EC also cited reforms aimed at decarbonizing the transport and energy sectors, including higher ownership taxes for highly polluting vehicles and measures to gradually reduce reliance on coal-fired electricity generation.<\/p>\n<p>Another key reform involves changes to Romania\u2019s tax framework intended to simplify procedures, improve tax compliance, reduce administrative burdens, and create a fairer distribution of the tax burden.<\/p>\n<p>The funding package also supports sustainable forest management, public pensions, healthcare infrastructure, social infrastructure for persons with disabilities, judicial reform, anti-corruption measures, and the development of the education system.<\/p>\n<p>\u201cThe Commission has sent its preliminary assessment\u00a0of Romania&#8217;s fulfilment of the milestones and targets\u00a0required\u00a0for this payment\u00a0to the\u00a0Economic and Financial Committee, which has four weeks to deliver its opinion.\u00a0The payment to\u00a0Romania\u00a0can take place following the EFC&#8217;s opinion, and the adoption of a payment decision by the Commission later,\u201d the EC said.<\/p>\n<p>Romania\u00a0submitted\u00a0its\u00a0fourth\u00a0payment request in December 2025.\u00a0<\/p>\n<p>Romania\u2019s National Recovery and Resilience Plan is financed through EUR 21.41 billion under the EU mechanism, including EUR 13.57 billion in grants and EUR 7.84 billion in loans.\u00a0<\/p>\n<p>With the approval of the fourth payment request, the total amount disbursed to Romania under the Recovery and Resilience Facility would reach EUR 12.97 billion, including pre-financing received in 2021, 2022, and through the REPowerEU mechanism in 2024. According to the Commission, this represents 60.6% of the total funding allocated to Romania\u2019s plan, with 62% of all milestones and targets already assessed.<\/p>\n<p>The Recovery and Resilience Facility, the centerpiece of the EU\u2019s NextGenerationEU recovery program, is scheduled to conclude at the end of 2026.
